daiwa backlash free reel Lexa 400 Casting Daiwa DF18000 - Saltwater Resistant

I have a 5600 BCX reel, I cannot get it to cast more than 3 ft, currently have a 4 lbs line, have tried everything i can think of, have tried weights, it turns feely but just wont cast, any ideas
